The useful next step is to request a proposal that makes its assumptions visible. A price is only comparable when you know which services it buys, how it changes, and which costs sit outside it.
Build a Consistent Request for Pricing
Give each provider the same description of your business. Include employee count, work locations, payroll frequency, the services you want, the systems you intend to retain, and the timing of the proposed change.
Ask the provider to identify any additional information needed for a reliable quote. Some details may require a secure exchange later; an initial sales inquiry does not need unrestricted access to employee records.
Before comparing numbers, confirm the service model. An administrative support proposal and a PEO proposal may include different arrangements for benefits, insurance, and employer responsibilities.
Separate the Invoice Into Meaningful Categories
Request a breakdown covering these categories:

Ask for the billing basis in writing. If a fee depends on employee count, clarify which people count and when the count is measured. If a percentage applies, establish the amount to which it is applied. If the proposal includes a minimum, test how that changes the effective cost during quieter periods.
Use a Worked Example Without Mistaking It for a Rate
Consider a hypothetical employer comparing an outsourced arrangement with its current process. The following figures are invented solely to show the calculation.
Suppose the proposed monthly service fee is $2,000, an optional service is $250 per month, and setup costs $3,000. The employer expects to retain 12 hours of monthly administrative work, valued internally at $40 per hour.
The first-year comparison is:
- Recurring provider charges: $2,250 × 12 = $27,000.
- One-time setup: $3,000.
- Retained internal work: 12 hours × $40 × 12 = $5,760.
- Combined first-year service and internal-work estimate: $35,760.
This example excludes wages, taxes, benefit contributions, and insurance costs. Those require separate, like-for-like treatment. It is not a VensureHR quote, a market benchmark, or a savings forecast.
The example also exposes a useful sensitivity: if retained work is 24 hours per month rather than 12, the annual estimate increases by $5,760. A lower fee can therefore be less decisive than a realistic assessment of ongoing work.
Test the Proposal Against Changes
Ask what the invoice would look like after a headcount increase, an additional payment run, or the addition of a new work location. Use scenarios relevant to your company rather than an exhaustive list of unlikely events.
Request an explanation of what would trigger repricing and when you would receive notice. A current quote does not establish the terms of a later renewal.

Record the Commercial Decision
Summarize the final proposal on one page: agreed scope, expected recurring cost, one-time cost, retained work, unresolved assumptions, and the date the quote expires.
If an important fee remains unclear, request clarification before treating the comparison as complete. The goal is a decision that finance can explain and operations can carry out, with the same assumptions reflected in the contract and implementation plan.
